Design a performing arts centre in the manner of Christian de Portzamparc's Cidade das Artes — two enormous horizontal concrete slabs lifted ten metres above the ground on massive piers, with the halls and a tropical roof garden inserted between them, so the whole complex becomes a raised terrace looking over the city.
