A Grand Ring Courtyard: A Running Track on the Rooftop

Design a city block in the manner of Liu Jiakun's West Village Basis Yard — a single hollow perimeter building occupying a whole block, its interior left as an enormous public courtyard with sports fields, and a continuous ramped jogging track running around the roof and through the building.
